Sa nasabing 2022 Annual Budget, kasama sa pinagtibay ang pagkilala sa SP Resolution No. 9, s. 2022, na naglalahad ng mga rekomendasyon ng Sangguniang Panlalawigan. Ang nasabing mga rekomendasyon ay ang mga kondisyon o alituntunin sa paggastos ng Budget.

Nagpasalamat ang bawat kasapi ng Sangguniang Panlalawigan sa pagkakapasa ng 2022 Annual Budget.

Bago magsimula ang nasabing 122nd Regular Session, nagkaroon ng pag-uusap ang mga kasapi ng Sangguniang Panlalawigan at ang Gobernador, Kgg. Eduardo B. Gadiano, na ginanap sa Provincial Governor’s Office. Pagkatapos ng pag-uusap, sa ganap na 10:32 AM, binuksan ng Bise-Gobernador, bilang presiding officer, and 122nd Regular Session.

Tinapos ng Committee of the Whole ng Sangguniang Panlalawigan kaninang 3:30 PM ang committee hearing nito hinggil sa Proposed 2022 Budget ng Lalawigan nang halos walang bawas.

Nagtapos ang nasabing hearing pagkatapos sumulat ang SP ng 3 beses sa tanggapan ng Gobernador kung kaya’t sila (mga namumuno mula sa ibat-ibang tanggapan na nasa ilalim ng Provincial Governor’s Office) ay dumalo sa hearing, nagtanggol ng budget at sumagot sa mga katanungan ng mga kasapi ng SP.

Dumalo sa pagpupulong sina VG Peter Alfaro, Bokal Sonia Pablo, Bokal AJ Rebong, Bokal Michelle Festin-Rivera, Bokal Nestor Tria at Bokal Jun Abeleda.

Sa pangunguna ng SP Presiding Officer, Hon. Peter J. Alfaro, nag-resume ang nasabing hearing kaninang alas-10:00 AM at nagtapos ng 3:30 PM.

Dumalo via Zoom sa loob ng 5½ oras ang mga namumuno sa bawat tanggapan o unit na nakapaloob sa tanggapan ng Gobernador, ang pinakahuling departamento na dumalo sa budget hearing.

Magpupulong muli ang Committee of the Whole sa Lunes, January 24, 2022 upang likumin ang mga position papers ng bawat kasapi at pagtibayin ang rekomendasyon ng nasabing komite para isalang at desisyunan sa plenary session ng SP kinabukasan, araw ng Martes, January 25, 2022.

𝗠𝗚𝗔 𝗗𝗘𝗣𝗔𝗥𝗧𝗠𝗘𝗡𝗧 𝗛𝗘𝗔𝗗𝗦 𝗻𝗴 𝗣𝗿𝗼𝘃𝗶𝗻𝗰𝗶𝗮𝗹 𝗚𝗼𝘃𝗲𝗿𝗻𝗺𝗲𝗻𝘁 𝗻𝗴 𝗢𝗰𝗰𝗶𝗱𝗲𝗻𝘁𝗮𝗹 𝗠𝗶𝗻𝗱𝗼𝗿𝗼 (PGOM) dumalo via Zoom ngayong araw sa pagdinig ng Committee of the Whole ng Sangguniang Panlalawigan hinggil sa Proposed 2022 Budget ng Pamahalaang Panlalawigan.

Sa nasabing hearing ay ipinagtanggol at binigyang-katwiran ng mga department heads ang bawat proposed budget ng kani-kanilang mga departamento mula sa mga tanong ng mga kasapi ng Sangguniang Panlalawigan lalo’t higit ang mga katanungan ni Bokal Sonia Pablo. Ang mga department heads na dumalo sa hearing na kumatawan sa kani-kanilang tanggapan ay sina Provincial Administrator Muriel Reguinding, Provincial Budget Officer Manuel Tria (nagbigay ng paliwanag hinggil sa budget ng BHW/BNS), mula sa PEPO sina Engr. Kenneth Roy Villar at SAO Joey Calabio, PSWD Officer Sally Lamoca, PHO Dr. Ma. Teresa Tan, SAO/HR-OIC Fe Tañala, OPA-OIC Engr. Alrizza Zubiri at PVET Dr. Chris Gonzales.

Nagsimula ang nasabing budget hearing kaninang 11:00 AM at pansamantalang itinigil ang pagdinig mga 5:01 PM. Itutuloy ang budget hearing bukas ng alas-9:00 ng umaga upang talakayin at dinggin ang Proposed 2022 Budget ng Provincial Governor’s Office.

Ginanap ang hearing sa SP Session Hall, Provincial Capitol, Mamburao, na dinaluhan nina: Physically present: VG Peter J. Alfaro (Presiding Officer), Bokal Dian Apigo-Tayag. Bokal AJ Rebong, Bokal Edwin Mintu, Bokal Ernesto Jaravata, Bokal Emmanuel Abeleda, Jr. at Bokal Abe Pangilinan; Online: Bokal Sonia Pablo, Bokal Philip Ramirez, Bokal Michelle Festin-Rivera, Bokal Nestor Tria, at Bokal Trisha Fabic-Mancilla.

The scheduled hearing today on the Proposed 2022 Budget of the Provincial Government of Occidental Mindoro has been reset on Monday, January 17, 2022, at 9:00 AM.

The resetting was due to the non-attendance in today’s budget hearing of concerned department heads of the Executive Department who have to defend their proposed budgets for their respective departments in order for the Sangguniang Panlalawigan to decide on it.

Vice-Governor Peter J. Alfaro, in resetting the hearing, suggested to exhaust all remedies and give all the department heads a chance to attend the hearing by sending them invitations two to three times before the august body shall decide on the proposed 2022 budget. Bokal Ernesto Jaravata was amenable with VG Alfaro’s suggestion to give the department heads a maximum opportunity in order for them to explain what has been submitted. Bokal Nestor Tria (online via Zoom) was also amenable with the suggestion and suggested to send the department heads a formal letter requiring their attendance.

Bokal Dian Apigo-Tayag (online via Zoom) commented that the budget has been delayed since at the moment the PGOM was supposed to be implementing the budget. She suggested, in line with VG Alfaro’s suggestion, that members of the Sanggunian should note down and make ready their comments on the budget for easy transmission to the heads that can be done online via Zoom.

After a thorough discussion and exchange of opinions and after the Presiding Officer, VG Alfaro, asked the plenary for a motion, Bokal AJ Rebong (online via Zoom) moved to suspend the hearing today and reset it to Monday, January 17, 2022.

There being no objection on the motion, the hearing of the Committee of the Whole is suspended until Monday at 9:00 AM. Presiding Officer VG Alfaro then directed the Secretariat to prepare a letter addressed to the Provincial Governor and furnish copies with all the department heads concerned.

During the deliberation, twelve (12) SP members were present. Eight were physically present: VG Peter J. Alfaro, Bokal Sonia Pablo, Bokal Ernesto Jaravata, Bokal Emmanuel Abeleda Jr., Bokal Bing Barrera-Fajardo, Bokal Abe Pangilinan, Bokal George Oreiro and Bokal Juanito Lumawig. Four were online: Bokal Dian Apigo-Tayag, Bokal Philip Ramirez, Bokal AJ Rebong and Bokal Nestor Tria.

Vice-Gov. Peter J. Alfaro paid a courtesy visit and conveyed his

to Dr. Elbert Clamor Edaniol for having been elected as the new College President of the Occidental Mindoro State University.

During the visit, VG Alfaro presented the Resolution to Dr. Edaniol conveying the warm and heartfelt

of the members of the Sangguniang Panlalawigan. A discussion ensued about the development plans and programs of the OMSU.

Noteworthy to remember, OMSU is so dear to VG Alfaro as he served as a member of the OMSU Board of Trustees representing Senators Ed Angara and Bam Aquino. Moreover, during his college days, VG Alfaro was elected and served as its Supreme Student Council President.
