JAMELA PANGILINAN-HALEY

The third and first female Secretary to the Sangguniang Panlalawigan of Occidental Mindoro, Jamela-Pangilinan Haley, is a brainy, workaholic and energetic lass who was born in Mamburao, Occidental Mindoro on September 18, 1967 to working-class parents, Jesus and Josefina. She is a first degree cousin of Board Member Abelardo Pangilinan and second degree aunt of Paluan Mayor Carl Michael Pangilinan.

Jam graduated with honors at Mamburao Central School in 1980 and finished secondary education with recognition at the Divine Word College in 1984. She earned her degree in AB Political Science at Philippine Christian University in 1987.

Not long after, she was employed in the Provincial Government of Occidental Mindoro as Information Officer I in the Provincial Planning and Development Office. After three years, she was promoted and worked as Project Development Officer from 1992-2012.

She had never stopped acquiring new skills and knowledge for self and professional development. While working, she went to the Divine Word College where she earned her degree in Masters in Business Management and even attended  Erasmus University Rotterdam, (a highly ranked international research university based in Rotterdam, Netherlands) where she earned her graduate studies degree in Main Urban Management thru Netherlands Fellowship Program. She had been very busy with work when she realized she wanted more than just being single.

It was during her graduate studies abroad when she met her husband, Christopher Haley, a British citizen from United Kingdom England. At the age of 36, not too late to start a family, Jam married Chris. They established their home in San Jose, Occidental Mindoro with their three wonderful kids.

Last 2012, with consistent determination and diligence, in addition to numerous local and international trainings she had attended, Jam was appointed by the Vice-Governor as Secretary to the Sangguniang Panlalawigan of Occidental Mindoro. Starting then, she drives harder each week from San Jose to Mamburao and sacrifices family time to be able to deliver prompt and efficient public service.

She has been a coordinator/volunteer of Human Engineers, USA since 2012, and of other various medical missions who come in Occidental Mindoro every year to provide medical services to MIndorenos.

With her proficiency, brainpower and wide experience, she was elected as President of the Philippine League of Secretaries to the Sanggunian, Inc (PLEASES) – Occidental Mindoro in 2014-2016, Chairman of the Board in 2016-2018 and is now the Vice-President of PLEASES – MIMAROPA Region.
